ULSTER COUNTY, N.Y. -- A Kingston man has been arrested after police say he was pretending to be a Central Hudson worker and they say it's something he's done before.
A man called police when he said a worker was wearing a safety vest and a yellow Central Hudson style safety hat, trying to get into his home.
Douglas Cooper, 27, was found nearby and arrested after police say he was found to be in possession of a controlled substance and drug paraphernalia. Cooper was arraigned and taken to Ulster County Jail on $5,000 bail.
Officers say this is not the first time Cooper posed as a utility worker to gain access to a home. Cooper was previously arrested in the Town of Ulster this past September.
